	well 911 service is not always 911 on the keypad - at least in a global
	context .. and rarely if ever runs on a best-effort service like the Internet.

	and even presuming 911 emergency service, as implemented in the USA, is
	the model your trying to emulate - a 911 call does not ring every telephone
	on the planet... or even the 911 service center 500 miles away.  Its a local
	service.
